    Japan Launches New Travel Incentive

    Japan introduced a new plan to encourage travel to lesser-visited regions as overtourism rises in cities like Tokyo and Kyoto. The Japan National Tourism Organisation and All Nippon Airways now offer free domestic flights across ANA’s full regional network to UK and European travellers. The initiative runs from 24 November to 31 January 2026 and aims to relieve pressure on crowded destinations by directing visitors elsewhere.

    The offer forms part of the “Stopover & Add-on Free Fare” scheme, which lets eligible economy passengers book up to two free domestic flights on an international booking made before 31 January. Travellers can take these flights anytime after 31 January. This means visitors pay the same fare whether they stop in Tokyo or continue to places like Hiroshima, Aomori or the Izu Peninsula. ANA says passengers can build multi-stop itineraries without extra cost.

    Taxes and fees still apply, and availability may vary depending on flights and dates. Travellers can book through travel agents, ANA offices outside Japan, or ANA’s direct channels.

    Redirecting Tourism Beyond Major Cities

    Japan continues to face growing pressure from overtourism, with Tokyo and Kyoto receiving record numbers in recent years. A total of 36.9 million tourists arrived in 2024, according to Nippon.com. Surveys show that more than 90 per cent of travellers want to visit regional areas, yet fewer than 10 per cent actually do.

    Officials now aim to shift visitor traffic toward under-touristed regions by offering easier access through this new scheme. The plan intends to balance tourism across the country and reduce the strain on major hotspots.

    Expanding Access to Regional Destinations

    The initiative provides access to more than 40 ANA hubs across Japan, forming the country’s largest domestic network. This expansion makes multi-stop routes both simpler and more affordable for international travellers. The campaign also aims to support regional economies by bringing visitors into areas that rarely see heavy tourism.

    ANA says the programme will help tackle overtourism in famous locations while connecting travellers with more authentic experiences in lesser-visited destinations.
